Jacques had advanced to the rank of Captain when he was first sent to the Congo Free State in 1892 by the Belgian Anti-Slavery Society and served there until 1905. In 1892 he founded the town of Albertville [Kalemie] and led a campaign against the Arab-Swahili slavers. He also saw distinguished service in World War I.
